The course sets foundations for the political analysis of public administration and public policy. The first part of the course deals with the central questions that political science researchers ask about public administration: what is public administration and what is the history of its development, what are the functions and values of the public administration, what are the characteristics of public administration in different countries and different periods, and what are the desirable and existing relations between the public administration and other bodies in the political and governmental system, In the world and in Israel. The second part of the course focuses on the political analysis of public policy and discusses the factors that influence the design and implementation of public policy according to different theoretical approaches.
