There are close to 200 written constitutions in the world today, half of which were written in the past quarter century. What can be learned from the world-wide experience as well as the Israeli experience, of the connection between the production of a constitution and the establishment of a new political framework? How are constitutions adopted and who participates in writing them? Does the wording of a constitution require a wide national consensus on the fundamental values which it is supposed to embody? These are the central questions the seminar will raise. In addition to a theoretical analysis on the subject, the seminar will focus on historical and current processes of constitution writing in Israel and the rest of the world, starting from the 18^th century until today.
