Course description
International Humanitarian Law- Dr. Eliav Lieblich
International Humanitarian Law (IHL), or the law of armed conflict, is the body of international law regulating the conduct of belligerents during armed conflict. As such, it covers a wide array of wartime activities, from the rules governing targeting during active hostilities to the limits on the authority of an occupying power. In recent times, however, this body of rules is under significant strain, as most contemporary conflicts are not “traditional” inter-state wars, but rather asymmetric conflicts between states and non-state actors. Such conflicts – often ambiguous on the temporal and geographical levels – challenge many of the basic principles of IHL to the core. This seminar aims to provide students with a broad understanding of contemporary IHL, as well as the theoretical and practical diemmas that characterize its modern application. Among other issues, we will explore the historical and theoretical underpinnings of IHL; its scope of application; its basic principles; its relations with international human rights law; its norms on protection of civilians and its treatment of modern technologies such as autonomous weapons systems.
Students who take this seminar will be granted preference in the selection process of the international humanitarian law competition, subject to the academic supervisor's discretion.
