D:\Inetpub\shared\yedion\syllabus\14\2016\1411\1411721501_desc.txt סילבוס מקוצר *משטרה ושיטור במאה העשרים ואחת - גב' נעמי לבנקרון* המשטרה היא חלק מהזרוע המבצעת של כל מדינה והיא משמשת כלי מרכזי לאכיפת שלטון החוק. למטרה זו מופקד בידיה כח רב המאפשר לה לשלול את חירותו של כל אדם בהנתן נסיבות מתאימות. היא נדרשת לתת מענה לצרכים משתנים ואף סותרים של קבוצות שונות בתוך המדינה, ולפיכך היא עומדת לא פעם במרכזם של ניגודי אינטרסים. הקורס מבקש לעקוב אחר האתגרים הניצבים בפניה במאה ה-21, במיוחד בחברות מרובות שסעים כמו החברה הישראלית, בה מונחים השסע הבטחוני, הפוליטי, העדתי והדתי לפתחה של המשטרה. הקורס יעסוק בסוגיות יסוד אוניברסאליות הקשורות בפעילותה של כל משטרה באשר היא, ובעיקר בתת התרבות המשטרתית, ב"אישיותו המקצועית" (working personality) של השוטר, בתופעות של אלימות ושחיתות במשטרה, בדרך אכיפתן של עבירות כלפי נשים בידי המשטרה ועוד. בין היתר, נדון בשאלות הבאות: האם מושפעים אופני האכיפה משיוכם האתני, המגדרי והמעמדי של השוטרים? האם ועד כמה משפיעה דרך עבודתה של המשטרה על אכיפת החוק? האם קיימת אפליה באכיפה כלפי קבוצות מיעוט מסוימות, ואם כן – כנגד איזה קבוצות וכיצד ניתן למנעה? כיצד מושפעת המשטרה מהיווצרותן של חלופות פרטיות לשירותיה? מה מידת הלגיטימציה לה היא זוכה מן הציבור? במה דומה משטרת ישראל למשטרות אחרות, ובמה היא שונה מהן? מרכיבי הציון: בחינה סופית 100%. אופן הבחינה: ללא ספרים. Course description *Police and Policing in the 21^st Century* The police is part of the executive branch in every country and serves as a central tool to enforce the rule of law. For this purpose the police force is entrusted with extensive powers allowing it to use force and deny the liberty of any person given the appropriate circumstances. The police force is required to respond to the changing needs of society including those of conflicting groups within the society. Therefore, the police force is often at the center of conflicting of interests. The course attempts to track the challenges the police is facing with in the 21st century, particularly in a multi-cultural and divided society like the Israeli society, in which security, political, ethnic and religion divisions are part of the agenda to which the police force has to respond. The course deals with fundamental police issues, both universal and local, with particular focus on the , police “sub culture”, the "working personality" of the policeman, police violence and police corruption, as well as, the way the police enforce gender and other crimes. Among other things, we will discuss the following questions: do the ethnic, gender or class background of the policemen effect the way the police enforces the law? Whether and to what extent does the police work affect law enforcement? Is there discrimination in the law enforcement towards certain minority groups, and if so - which groups and how can we prevent such discrimination? How does the formation of an alternative police service affect the police work? Does the police enjoy public legitimacy and to what degree?
