D:\Inetpub\shared\yedion\syllabus\10\2015\1031\1031379301_desc.txt סילבוס מקוצר הקורס מבקש לענות על השאלה מדוע מדינות מוותרות על הריבונות שלהן ונכנסות לתוך מוסדות מחייבים, הפוגעים ביכולת השליטה שלהן על קביעת המדיניות בנושאים שונים. כך למשל עשויים מוסדות אלה להוביל את המדינות לוותר על מטבע שלהן או על השליטה בגבולותיהן. האתגר והחשיבות הטמונים במענה על שאלות אלה נובעים מכך שריבונות המדינה אינה רק סוגיה הנוגעת למדיניות או לאסטרטגיה, אלא גם לזהות של המדינה. לכן השאלה מעוררת עניין לא רק ביחס לגישות פוזיטיביסטיות ויכולתן להסביר תהליכי אינטגרציה, אלא גם ביחס לגישות פרשניות המדגישות את החשיבות של הזהות לשחקנים. הקורס יסקור תיאוריות שונות המבקשות להסביר את התרחשותם של תהליכים אלה ואת השפעתם על היווצרותו והתרחבותו של האיחוד האירופאי, כמו גם האתגרים שהאיחוד האירופאי מתמודד עימם ביחס ליכולתו לשמור על קיומו נוכח תהליכים ומשברים הזוכים לבולטות בשנים האחרונות. Course description This course aims to answer the question why states are willing to concede their sovereignty and are joining binding international institutions that constrain their policies. Such institutions may, for example, require state actors to concede their national currency or their control over their borders. The challenge with regard to addressing these questions stems from the fact that sovereignty is related not only to policy making or strategy, but also to states' identity. Therefore, dealing with these questions requires going beyond the scope of positivist approaches, and some related elements are better captured through interpretative ones.
